Pacific Crest Consultants is proud to announce the promotion of four PCC consultants to new positions in recognition of their outstanding work this past year. Kellen Oberts and Jeffrey Allen have been promoted to Principal Project Managers, Katie Kelly O’Connell has been promoted to Project Coordinator, and Victor Delgadillo has been promoted to Associate Project Coordinator. As such, they will take on added responsibilities here at PCC.
“All of these consultants are excellent and we are proud to put them into positions that will allow them to help more PCC clients,” said PCC CEO Chris Parker. “They each are knowledgeable and friendly. They complete projects quickly and professionally, keep their project teams informed throughout the process, and are frequently requested by clients and architects to join new projects.”
Kellen joined Pacific Crest Consultants in 2021 to help our team in all aspects of the permitting process. In just a couple of years, Kellen has already assisted in the permitting of multiple multi-million-dollar commercial projects and is currently PCC’s lead permit consultant on a half-dozen more. Kellen also has permitted dozens of residential projects, from small additions to full, brand new estate homes. His ability to lead large teams on the most complicated commercial/industrial project and also excel at the one-on-one permitting of a client’s home is a unique skill in this industry. He excels at it.
Jeff joined PCC in 2024. He has approximately 20 years of experience as a consultant with specific, extensive experience in obtaining permits through LADBS. He has lead teams on a variety of projects, including permits needed for adaptive reuse buildings, sound stages and studios, medical office buildings, hospital renovations, assisted living facilities, retail establishments, large multi-family residential buildings, and airport terminals and lounges. Jeff has become our resident expert on affordable housing projects and utilizes the latest state regulations from Sacramento to obtain the best development options for PCC clients. He is sought out by others in the industry to lead the most complicated projects.
Katie Kelly O’Connell is a graduate from Cal State Northridge with a master’s degree in urban studies and planning. She joined PCC in 2020 and has distinguished herself in that time with her knowledge of the permitting process and her outstanding communication skills within her project teams. It’s the reason that clients, architects and other professionals keep asking Katie Kelly to permit their projects.
Victor joined the Pacific Crest Consultants team in 2023, quickly proving himself a valuable team member to his associates and PCC clients with his technical savvy and resourcefulness. His attention to detail, communication skills, and ability to manage multiple projects simultaneously has launched him into becoming a DWP permitting specialist while also helping PCC expand its services into the cities of Santa Monica, Beverly Hills and Irvine.
