Project Entitlements

Entitlements in the context of real estate development in Los Angeles refer to the legal permissions, approvals, and rights that a developer needs to obtain from the city or local government in order to proceed with a specific development project. These entitlements can include zone changes, conditional use permits, variances, design reviews, coastal development permits, and more. Navigating the entitlement process is complex and time-consuming due to the various regulations, permits, and reviews required. It’s even more complex for those who haven’t obtained these types of approvals for the last 50 years, as PCC has done.

Pacific Crest Consultants specializes in assisting architects, project managers, developers and property owners through the entitlement process. We can provide a range of services to facilitate the development of a property:

  • Due Diligence: Pacific Crest Consultants can help you understand the local zoning regulations and limitations, and work with you to develop a strategy that aligns with your goals and complies with city regulations.
  • Entitlement Approval: Pacific Crest Consultants can obtain the necessary discretionary requests, such as zone changes, zone variances and adjustments, conditional use permits, coastal development permits, and other entitlements required for our clients’ projects.
  • Subdivisions: Pacific Crest Consultants can serve as the project manager for any type of Subdivision request, from a lot-line adjustment (or PMEX, as it is known in LA), to a Parcel Map, or Tract Map. We have the expertise and organizational skills to manage the exhibits needed from a projects’ licensed professionals, obtain clearances from the dozen-plus government departments and agencies, attend hearings, and track and process the paperwork needed to completion.
  • Environmental Compliance: If your project has environmental concerns, Pacific Crest Consultants can help with the required environmental assessments and ensure that your project complies with local and state environmental regulations.
  • Community Engagement: Pacific Crest Consultants also assists in engaging with the local community and neighborhood stakeholders to address concerns and build support for our clients’ project.
  • Housing: Pacific Crest Consultants stay abreast of the laws and regulations that are approved to encourage more housing development and that seem to be changing hourly from Sacramento to the local city hall. PCC has consultants to assist with every type of housing project, from a backyard ADU to a multi-hundred-unit residential tower. We also lead our clients’ projects with special requests, such as SB9 urban lot splits, Density Bonus projects and Transit Oriented Community (TOC) developments.
  • Government Relations: Pacific Crest Consultants can work to establish positive relationships with local government officials and agencies, facilitating a smoother entitlement process.
